1. (SBU) On April 25, poloff delivered Reftel demarche to
Sumedha Ekanayake, Assistant Director of UN and Multi-lateral
Affairs at the Ministry of Foreign Affairs. In a June 6
phone conversation, Ekanayake explained that his government
"had not had time" to consider the Hague Code Of Conduct
(HCOC) as yet. He said he personally favored subscribing to
the HCOC, and asked for another copy of the talking points to
brief others in his government. Poloff faxed the non-paper
to Ekanaayke. We will continue to follow up.
