1. (S) Norwegian Special Envoy Jon Hanssen-Bauer passed A/S
Richard Boucher a copy of a Norwegian non-paper outlining the
travel arrangements proposed for the LTTE delegation's travel
to Geneva. Following their humiliating experience at the
Colombo airport in June, the LTTE group has asked for
helicopter transport from their defacto capital of
Kilinochchi to their hotel near the airport, and direct
transport from the hotel to the tarmac. Norwegian
representatives will accompany the LTTE delegation from
Kilinochchi to the airport and on to Geneva. Defense
Secretary Gotabaya Rajapaksa told Boucher that the GSL will

grumble, but will likely ultimately approve the arrangements
as proposed by the Norwegians. The LTTE delegates are
expected to travel to Geneva on October 24.
