(C) On August 22, Government of Sri Lanka (GSL) Ministry of
Foreign Affairs (MFA) Additional Secretary Geetha de Silva
briefed Charge' on Sri Lankan embassies' demarches to host
governments on LTTE financing and weapons procurement
contacts groups. GSL missions briefed host nations of
Canada, UK, Italy, France, Australia, Indonesia, Japan,
Thailand, Malaysia, Singapore and India, emphasizing the
importance Sri Lanka places on the initiative. The MFA
reported positive responses from all. De Silva said that
Canada is particularly enthusiastic. Germany, Switzerland,
Belgium, Australia, and Japan reportedly had no knowledge of
a formal approach by the U.S., although Japan welcomed the
initiative, particularly on the financial side. De Silva
told us that the GSL remains enthusiastic about the contact
groups and appreciates this U.S. initiative.
