1. (U) The transport workers held a small peaceful
demonstration on March 15 outside the Embassy. This, like
the February 23 demonstration (ref a),was likely organized
by the BRV. At about 1 pm roughly two dozen almost empty
buses arrived at the Embassy. The caravan had been driving
around the city honking their horns for some time as a part
of this protest. The Embassy had advance warning of the
demonstration from the Baruta (local) Police. Baruta and
Metropolitan Police and National Guard security personnel
outnumbered the roughly 30-35 transport union members that
briefly gathered on the street outside of the Embassy.
2. (C) PolCouns spoke briefly with six representatives of
different transport unions and accepted a petition to the
Secretary asking the U.S. government clarify remarks made

regarding matters internal to Venezuela. Interestingly, the
representatives orally requested that the USG please leave
them out of bilateral disputes between it and Venezuela as
they were under a lot of pressure from the Venezuelan
government and simply wanted to get back to work. . Post
has faxed petition to the desk.
3. (C) Comment: The BRV definitely seems to be increasing
its focus on the Embassy. While small, this was the third
demonstration at the Embassy in as many weeks
