1. (U) Venezuela's Vice-Minister for Africa Reinaldo Bolivar
met February 24 with Nigeria,s Ambassador to Venezuela
Samson Ayodole Adepoju. Following the meeting, the
Venezuelan Ministry of Foreign Affairs reported Adepoju
saying he believed Venezuela would be accepted as a
non-permanent member of the UNSC and that Nigeria might vote
in the BRV's favor. In addition to the UNSC, Adepoju and
Bolivar reportedly discussed the creation of a Mixed
Commission on energy, education, science, tourism, commerce,
culture and defense comprised of ministry representatives
from both countries. Bolivar suggested a meeting in Caracas
later this year to prepare for the inauguration of the
Nigerian-Venezuelan Mixed Commission, which is expected to
take place in Abuja during 2007.
2. (C) Poloff spoke with Nigerian Political Counselor Iad
Nuhu on February 24 who confirmed that the Nigerian
government was seeking to increase bilateral relations with
the Venezuela government. Although BRV officials may be
counting Nigeria's vote, Nuhu commented, the Nigerian
government had made no definite decision on whether or not to
support Venezuela's UNSC bid.
