SUMMARY
--------------

1. (U) On February 14, the Venezuelan National Assembly
received a delegation of Iranian legislators, including the
President of the Iranian Parliament Gholamali Haddad Adel.
Adel emphasized that the governments of Venezuela and Iran
were united in the fight against imperialism and committed to
strengthening bilateral relations. Adel and Venezuelan
National Assembly President Nicolas Maduro jointly criticized
the US government for opposing nuclear energy programs in
countries like Iran while allegedly supporting Israel,s
acquisition of nuclear weapons. In April, a delegation of
Venezuelan legislators is expected to attend the
International Conference of Solidarity with Palestine in
Tehran. In the past two years, the BRV and GOI have
reportedly signed over 100 agreements and memorandums of
understanding on economic, commercial, cultural and
technological exchanges. End Summary.


2. (C) During his address before the Venezuelan National
Assembly on February 14, President of the Iranian Parliament
Gholamali Haddad Adel said the Government of Iran sought to
implement a nuclear energy project, but had no interest in
developing nuclear weapons. He added the GOI demanded the
freedom to make decisions for the common good without
intervention from powerful nations like the United States.
He commended the BRV for pioneering the fight against
"colonialism" in South AMERICA and for opposing a resolution
by the International Atomic Energy Agency (IAEA). Adel and
Venezuelan Assembly President Nicolas Maduro jointly
criticized the US government for opposing nuclear energy
programs in countries likes Iran while allegedly supporting
Israel,s acquisition of nuclear weapons. Adel said he
supported all actions by BRV President Hugo Chavez to
liberate Venezuela from imperialist intervention. Brazilian
diplomats tell us that a scheduled meeting between Chavez and
Adel was canceled.

GREATER COOPERATION THROUGH LEGISLATIVE EXCHANGES

3. (U) Over the past two years, Adel recalled, the BRV and
GOI had signed over 100 agreements and memorandums of
understanding on economic, commercial, cultural and
technological exchanges. Adel and Maduro agreed, however,
that greater information sharing between the two nations,
legislative bodies would fortify existing bilateral ties.
During the delegation's visit, Venezuelan and Iranian
legislators seized the opportunity to inaugurate an
Iranian-Venezuelan Friendship Group to reportedly promote
parliamentary exchanges and cooperation on issues of common
interest. The Assembly also utilized the visit to establish
a joint USD 200 million Iranian-Venezuelan Bi-national Fund
and to kick-off Islamic Cultural Week in the garden of the
Federal Legislative Palace. Several members of the
delegation, with the exception of Adel, will apparently visit
Brazil after leaving Venezuela.

ON THE SUBJECT OF PALESTINE

4. (U) Adel said the GOI was opposed to Israel's occupation
of Palestinian territory and that Iran would continue to
develop multilateral alliances in international organization,
like the UN, to advocate for the rights of the Palestinian
people. In April, the Iranian government is scheduled to
host an International Conference on Solidarity with Palestine
in Tehran. A high-level delegation from the Venezuelan
National Assembly is reportedly expected to attend the event.
