1. (U) Post received the following letter from the BRV's
Antidumping and Subsidies Commission (CASS),asking Post to
notify four U.S. companies that the antidumping restrictions
on their products have expired. According to the Report on
Essential Facts provided by CASS, the two products are
unmixed polyvinyl chloride obtained through polymerization
and emulsion, and unmixed polyvinyl chloride obtained through
polymerization and suspension. Post forwarded the report to
the U.S. companies mentioned in the CASS letter. Embassy's
unofficial translation follows in Para 2:

I would like to take this opportunity to forward to you the
attached document, in conformity with what is stipulated in
article 6.9 of the Agreement on the Application of Article VI
of the General Agreement on Tariffs and Trade (GATT) (the
Anti-Dumping Agreement),the Report on Essential Facts that
will serve as a basis for the decision regarding the
expiration of the anti-dumping order imposed on the imports
of "polyvinyl chloride not mixed with other substances
obtained through polymerization and emulsion" and "polyvinyl
chloride not mixed with other substances obtained through
polymerization in suspension" identified in the Customs
Duties of Venezuela under the customs codes that make up
subchapters 3904.10.10 and 3904.10.20, respectively,
originating and being sent from the United States of America.

The Report on Essential Facts has the goal of informing the
parties involved in the investigation, the methodology and
sources used in the Definitive Technical Report that will be
presented by the Technical Secretary of the Anti-Dumping and
Subsidies Commission in order to adopt the decision resulting
from the investigation mentioned above.

Therefore, I would like to take the opportunity to request
your offices to provide this report to the companies
exporting the investigated goods, who are based in the United
States of America, identified below, and any other company
that the embassy identifies and who would have an interest in
the results of this process, reason for which we include, as
part of this notification, four exact copies of this Report
on Essential Facts for each company.

The companies identified up until the present date are the
following:

- Georgia Gulf Corporation: 115 Perimeter Center Place, Ste.
460, Atlanta, GA 30346 USA
- Lonwood Products: 12839 Lovetta Rd. Houston, Texas 77010 USA
- Westlake Chemical Corporation: 2801 Post Oak Blvd. Ste 600,
Houston, TX.

For the purposes of this entity, I bring to your attention
that these companies have a period of ten (10) calendar days,
beginning the day this report is received in order to send
their observations to the Technical Secretary. According to
the stipulations on the bottom of page number 15 of article
6.1.1. of the Antidumping Agreement, the report will be
considered received one week after the date that it was sent
to the Embassy of the United States of America in Venezuela.
