SUBJECT: PRIME MINISTER SAYS NO AMNESTY FOR NOUR

REF: CAIRO 5168

Classified By: Ambassador Francis J. Ricciardone for
reasons 1.4 (b) and (d).

(C) At the end of his August 23 meeting with Prime Minister
Ahmed Nazif (septel),Ambassador pulled Nazif aside for a
tte--tte on Ayman Nour. Ambassador urged amnesty for
Nour, on humanitarian medical or any grounds. Nazif said
that "there is not a prayer that Mubarak will grant an
amnesty to Nour." Nazif commented that he had sent his own
personal physicians to examine Nour, but that Nour had
refused to see them on grounds that he "has his own doctors."
The official doctors report that he has been a "difficult
patient." Ambassador urged the PM to ensure that Nour
receives the best medical treatment, and suggested he ask
Minister of Health el-Gebaly to look into this case
personally.
