(C) As noted in ref B, NEA Assistant Secretary David Welch
raised Guatemala's candidacy to the United Nations Security
Council during a June 8 meeting in Cairo with Foreign
Minister Ahmed Aboul Gheit. The Egyptian minister did not
commit to supporting Guatemala over Venezuela, but
recommended that the USG be "subtle" in its approach to the
vote, lest it unintentionally increase support for Venezuela.
We have also been in touch with the Guatemalan Embassy,
which has demarched the Egyptians and received the same
non-committal reply. We will keep in close touch with key
MFA players on this issue and take every opportunity to press
the case for Guatemala. We will also continue to press our
allies at the Arab League.
