1. (C) Ambassador delivered reftel demarche to Argentine
Foreign Minister Jorge Taiana on January 10. The Ambassador
underscored the potential dangers of Duvalier's return to
Haiti and urged Taiana to express similar concerns to the
IGOH.
2. (C) Taiana, who appeared not to be aware of the IGOH
decision to issue Duvalier a diplomatic passport, did not
respond directly to our request. He did, however,
acknowledge that Haiti was now entering a critical period in
its democratic transition and that the international
community (and in particular the Haiti Core Group) must
coordinate closely to ensure that the proper "conditions for
elections" were firmly in place.
