1. (C) On October 24, Poloff delivered ref. A talking points
and background paper to Minister Juan Ignacio Tobella of the
Office of Terrorism and Other Related Crimes at the Ministry
of Foreign Affairs. Tobella stated that he would pass the
proposal to, and coordinate a response with, his colleagues
in the Office of International Organizations.
2. (C) Per reftel, we contacted the French Embassy to
coordinate the demarche. According to French Economic
Counselor Michel Planque, the French Embassy did not have
instructions from Paris to deliver the demarche jointly in
Buenos Aires. Rather, their instructions indicated that they
should deliver the demarche jointly in Beijing, Doha, Moscow
and Tokyo.
