1. (C) DCM and PolCouns delivered reftel demarche to
Argentine MFA acting Undersecretary for Foreign Policy Luis
Cappagli on May 24. DCM reviewed background and talking
points with Cappagli and left a copy of the draft resolution
for GoA review and comments.
2. (C) Cappagli, who had just received a briefing from the
MFA human rights office on U/SYG Gambari's visit to Burma,
said there was a "concurrence" in U.S. and Argentine
positions on Burma. He said the GoA had always taken a
strong interest in the human rights situation in Burma in
general and in the case of Aung San Suu Kyi in particular.
Cappagli said the GoA would look closely at the draft
resolution. He noted a resolution that could be adopted by
concensus would be ideal, as debate on the issue could lead
to difficulties. He singled out China as a potential
roadblock to a Security Council resolution on Burma.
