1. (SBU) Argentine MFA Undersecretary for Latin American
Policy Leonardo Franco told the DCM and PolCouns in a May 18
meeting that the GoA would remain actively involved in
supporting Haitian democracy following the inauguration of
President Rene Preval. Franco had just returned from Haiti
where he attended the May 14 inauguration ceremonies and,
with colleagues from Brazil and Chile -- the so-called ABC
Group, met with Preval on May 15. Franco was accompanied at
the meeting by MFA Director General for Latin American Policy
Jose Gutierrez Maxwell.
2. (C) Franco said Haiti was now in a "post-conflict"
situation and, while Argentina remained firm in its
commitment to MINUSTAH, he said it was time to start moving
to a post-MINUSTAH international involvement in Haiti. To
this end, Franco welcomed the May 23 Haitian donors'
conference in Brasilia as a platform fo discussing future
international assistance to Haiti. Franco said the thrust of
the ABC Group's proposals for Haiti focused on three areas:
strengthening political institutions; "buying time" for the
development of social stability; and working to create a
viable economy.
3. (C) Franco expressed cautious optimism regarding the
newly installed Preval administration, noting that Preval was
"governing but still lacked a government." He said he was
encouraged, however, by Preval's call for national dialogue.
