(C) On August 22, 2006, PolOff delivered Reftel Demarche to
MFA Deputy Director for OSCE, Council of Europe and Human
Rights Directorate Andreea Berechet. Ms. Berechet said that
the GOR agreed with the United States position on the
behavior of the UN Human Rights Council, noting that the
Council,s early decisions had clearly been politicized by
recent votes. She added that the "unbalanced" focus on
Israel had called into question the Council,s credibility.
Reflecting her portfolio handling Council of Europe matters,
Ms. Berechet queried PolOff as to whether the USG would
pursue this matter through the Council of Europe. She added
that Romania diplomats would be emphasizing the need for the
UN Human Rights Council to take a more even-handed approach.
