(S) The Ambassador raised reftel subject in his preparatory meeting with President Basescu on July 12. DCM also raised with Presidential security advisors Gen. Medar and Gen. Degeratu on July 17 and stressed that a concrete message of action from the President would be well received. ¶2. (S) Econ and Poloff delivered reftel demarche to Director General for Global Affairs Stelian Stoian and Directors for Nonproliferation and the US and Canada, stressing the high level attention that this matter has and the importance to take action, particularly in the wake of North Korean missile launches. Stoian acknowledged the importance of the issue and said that they had been looking into it seriously. Stoian stated that an inter-agency group would be meeting "to prepare a comprehensive answer before the meeting of the presidents."
