(U) Summary: Embassy received on July 20 diplomatic note no. H2-1/2187 dated July 14 confirming that the Parliament of Romania ratified and published the Agreement between Romania and the United States of America regarding the activities of the U.S. forces stationed on Romania,s territory in the Official Gazette (Monitorul Oficial) 585/07.06.2006. This was the final step in ratifying the agreement, which may now be implemented. End Summary. ¶2. (U) Below is an unofficial Embassy translation of the diplomatic note, which post understands has also been delivered in Washington. Begin Text: MINISTRY OF FOREIGN AFFAIRS H2-1/2187 The Ministry of Foreign Affairs of Romania presents its compliments to the Embassy of the United States of America in Bucharest and has the honor to inform that the Parliament of Romania, by means of Law 268 of June 29, 2006, has ratified the Agreement between Romania and the United States of America regarding the activities of the U.S. forces stationed on Romania,s territory, signed in Bucharest on December 6, ¶2005. According to the provisions of article 16 of the Agreement, the Agreement, including Appendices A and B, which represent an integral part of the Agreement, will come into effect on the date of the receipt by the United States of America of the written notification from Romania, through diplomatic channels, specifying that the legal domestic procedures for the entry into force of the Agreement have been completed, namely on the date on which the Embassy confirms the receipt of the notification from the Ministry of Foreign Affairs of Romania. The Ministry of Foreign Affairs of Romania requests the Embassy of the United States of America to confirm the receipt of the present verbal note, and to convey its content to the relevant American authorities concerned. The Ministry of Foreign Affairs of Romania avails itself of this opportunity to renew to the Embassy of the United States of America the expression of its highest consideration.
