(SBU) President Traian Basescu promulgated by Presidential Decree
890 on June 28 the U.S.-Romanian Defense Cooperation Agreement
(DCA),following its ratification June 20 by the Romanian Senate.
(Ref) Although the DCA became "law of the land" in Romania upon its
July 6 publication in the "Official Monitor," Article XVI of the DCA
provides that the agreement "shall enter into force upon the date of
the receipt by the United States of written notification through
diplomatic channels from Romania indicating that its internal legal
requirements necessary to bring the Agreement into force have been
fulfilled...". Post will advise SEPTEL when it receives this
notification.
