(U) The Belgian MFA has expressed "deep disappointment" with
the pending denouement of the UN Scale of Assessment debate.
International Organizations Division Director Frankinet told
polcouns the probable result of the December 22 vote will be
an increased assessment for Belgium and a number of other EU
countries including, particularly, the British. The Belgians
expected their assessment to rise from 1.069 percent to 1.1
percent. Debate on this issue was certain to continue in
coming years, Frankinet said, not least because of pressure
