EMERGENCY SPECIAL SESSION ISSUE

(U) The Belgians intend to follow the EU consensus on the
November 17 Emergency Special Session resolution, according
to Bndicte Frankinet, director of the MFA's International
Organizations Department. She told polcouns that Belgium's
permrep in New York had instructions to stick close to the EU
mainstream on this type of issue. Frankinet pledged to take
reftel points into consideration if an EU consensus does not
emerge. Embassy will follow up with Frankinet later on 11/17
to push for a more definitive position against the draft
