(U) Per reftel request, we have delivered the oral message
from the Secretary to Belgian FM De Gucht. The Belgians
expect the Guatemala vote process to continue for an
indeterminate period before the final selection of a Latin
American candidate. Barring the emergence of a viable
alternative candidate, the Belgians are continuing to support
