1. (U) We passed Reftel demarche to Belgian MFA
Nonproliferation and Disarmament Chief Werner Bauwens July
24. Bauwens said that Belgium supports the U.S. position and
hoped that discussion based on the draft could begin as soon
as possible without conditions (as conditions have already
been asserted by several countries). Belgium resolutely
opposes the package approach and sees no basis for linkage
with other issues.
