¶1. Per reftel instructions, talking points on "Terrorist
Finance: Domestic USG Designation of Hizballah-related
individuals in the Tri-Border Area" were delivered under
cover of Diplomatic Notes (Antigua #1686, Barbados #1687,
Dominica #1688, St. Kitts #1689, St. Lucia #1690, and St.
Vincent #1691) on December 11, 2006. The original Diplomatic
Notes were also mailed on that date.
