(U) Post was unable to conduct a site visit to St. Vincent and the Grenadines but gathered information on the end user via telephone and email. Post did not uncover any derogatory information on Coreas Hazells, Inc. Coreas Hazells appears to be a legitimate firearm retailer. ¶2. (U) Coreas Hazells, Inc. became a subsidiary company of Goddard Enterprises in St. Vincent and the Grenadines in ¶2002. Goddard Enterprises was established on October 13, 1921, and their St. Vincent operations established in 1963. ¶3. (U) Coreas Hazells' customers are mainly builders, contractors, buyers of hardware, and food businesses. These customers are mostly native Vincentians living in St. Vincent and the Grenadines. All customers who buy firearms are screened and approved by the Commissioner of Police of the Royal St. Vincent and the Grenadines Police Force. Customers also need to be approved for a license to purchase a particular caliber weapon and a limited amount of ammunition. Coreas Hazells, Inc. records the sale of all firearms and ammunition. In addition, Coreas Hazells has a secure fire-proof vault and only a few selected persons have the access codes. Regular customers are generally not allowed to visit this area unless they possess a firearms license. ¶4. (U) Coreas Hazells understands the restrictions on the United States Munitions List (USML) articles. Finally, Coreas Hazells, Inc. is in possession of the proper firearms license and import permit for the items listed on their application. KRAMER
