SUBJECT: RSO GRENADA TRIP REPORT (01/11-13/2006)

1. (U) This trip report contains information related to
the RSO's and SD Coordinator's travel to St. George's,
Grenada, from January 10-13, 2006. This report
conforms to the requirements outlined in reference.
2. (SBU) Eugene Cunningham, DS/PSD/PCB, traveled to and
assisted post with physical security issues.
3. (SBU) The RSO collected information for a
comprehensive physical security survey for the embassy
building.
4. (U) The RSO hosted a representational lunch with Mr.
Nestor Ogilvie, Grenada National Security Advisor.
5. (U) The RSO provided a security briefing to Peace
Corps Volunteers assigned to Grenada.
6. (SBU) The RSO and Mr. Cunningham met with
and provided security advice for St. George's
University staff and newly hired security
officer. Suggestions included:
--A. Perimeter upgrades
--B. Guard Electronic Monitoring System
(GEMS).
--C. Strengthen guard booth
--D. Conduct vehicle searches
--E. Issue vehicle registration stickers
--F. Visitor control and badging
--G. Pedestrian access controls
--H. Critical facility protection
--I. Technical security enhancement
--J. Training and drills
--K. Emergency planning
7. (SBU) The RSO met with a local real estate
agent to assess office and apartment
availability in Grenada.
8. (SBU) The RSO met with US military MEDREDE advance
team. A MEDREDE in Grenada is scheduled for February
2006.
9. (U) The RSO met with OBO safety inspector
during an inspection of the embassy and
principal officer's residence.
10. (SBU) Bridgetown's Surveillance Detection
Coordinator (SDC) provided surveillance
detection training for nine local guards
(01/10-11/2006). Training topics included:
--A. SD definition
--B. Introduction to terrorism
--C. Introduction to modern terrorist activities
--D. Terrorist operation (target selection/attack
cycle)
--E. Facility analysis
--F. Area analysis
--G. Improving observation skills
--H. Descriptions
--I. Reporting
--J. Equipment familiarization

detection training for fifteen (15) officers
of the Royal Grenada Police Force (RGPF),
Special Branch Unit, in order to establish an
interdiction program for Grenada (01/12-
