1. Poloff delivered reftel points and non-paper to MFA UNSC
Coordination Unit Chief Vladimir Lomen together with First
Secretary Xavier Rouard of the French Embassy. Mr. Lomen had

been unaware of the Franco-American proposal before it was
discussed by the 1267 Committee on 16, October, but said he
was pleased that the proposal had been endorsed and that
Slovakia would continue to support it.
2. Reading from an email he had received from Slovakia's
mission to the UN, Lomen said the proposal preserves the
sovereign prerogatives of UN Member States while protecting
the interests of 1267-listed parties. The proposal should be
considered, according to Slovakia's UN delegation, as a model
for use by other sanctions committees.
3. Lomen said that Slovakia is ready to actively support the
Franco-American proposal, and he pointedly added that such
support would be easier to give if the French and U.S.
missions to the UN would proactively share information about
the proposal and their strategy for getting it passed with
the Slovak mission.
UN Committee on sanctions against North Korea

4. Lomen said that Slovakia is expecting to be asked to lead
the UN Committee on sanctions against North Korea. He said
that Slovakia is proud to have been asked to do this, and
appreciates French and U.S. support for their designation.
