1. (C) In the absence of Foreign Minister Eduard Kukan and
State Secretary (Deputy Minister) Magda Vasaryova -- both out
of town on the campaign trail -- we raised reftel points with
the Minister's Chef de Cabinet, Peter Kmec, on the morning of
May 6. Kmec understood our message regarding the need for a
strong Chapter VII UNSCR, and concurred with our arguments,
adding that Slovakia supports the adoption of a Chapter VII
resolution now. Slovakia is "on the same line" as the U.S.
approach.
2. (C) Kmec undertook to inform Foreign Minister Kukan and
the MFA's UNSC Coordination team. He will also instruct
Slovak UN PermRep Burian to work with us as necessary. Kmec
later sent DCM a message saying that the MFA's instruction to
the Slovak Mission in New York to support a Chapter VII
resolution had already been sent.
3. (C) COMMENT: Slovakia may have a somewhat different
position on specific sanctions in any resolution further down
the road, but they are comfortable on the absolute need for a
strong Chapter VII requirement in a resolution next week.
