1. (U) On February 13, per instructions from Washington, Charge
d'Affaires delivered talking points, the biography and the vision
paper of ICAO Secretary General Candidate Bill Voss to Brazilian U/S
for Latin American Affairs Jose Eduardo Martins Felicio. Felicio
thanked Charge for the information and said he would pass the
information to the proper authorities within the Ministry of Foreign
Affairs (MFA).
2. (U) Embassy will continue to monitor this issue and report any
subsequent response from the MFA.
