¶1. Pursuant to reftel instructions, AirAtt and Polmiloff will meet
with GoB interlocutors next week to determine GoB compliance with
shootdown and operational procedures, to consult on the program's
status and to verify that all reporting requirements will be met in
a timely manner. We will report the outcome of this meeting to the
Department as soon as possible. Based on our ongoing contacts with
responsible GoB officials, Post believes that the GoB's operational
procedures are in compliance with regulations and that no changes to
the program have been made.
