1. (C) Polcouns demarched Vice Minister for Multilateral
Affairs Alejandro Borda and others at MFA on January 12,
encouraging Colombia to support convening an emergency
meeting of the IAEA Board of Governors to report Iran to the
Security Council because of continued failure to comply with
the IAEA's Safeguard Agreement and its recent breach of
commitments under the Paris Agreement by breaking IAEA seals
at enrichment facilities. Borda said the GOC supported the
convening of an emergency meeting but wanted to see the draft
resolution to be considered reporting Iran to the Security
Council, before committing to support it. Polcouns said the
U.S. expected Colombia to support reporting Iran to the
Security Council.


2. (C) Borda reported that, at the request of the EU-3, the
GOC also planned to demarche Iran in Vienna and Bogota to
express concern about the breaking of the seals at Natanz.


3. (C) Ambassador met with Foreign Minister Barco on January
13 to encourage Colombian support for reporting Iran to the
Security Council. He reiterated points noted above and
suggested that Colombia's assistance in moving the issue to
the Security Council, with former IAEA Board of Governor
member and new Council member Peru receiving it, would
promote an "Andean axis" on non-proliferation. Barco said
she understood that the mood in Vienna was very "positive"
and that she anticipated no problem in Colombia supporting
the U.S. and EU-3.
