(C) Following informal consultations with relevant Department
offices and with Senator Leahy staffer Tim Rieser during his
April 20-22 visit to Bogota, the Embassy's human rights Leahy
Amendment vetting approvals for Colombian military and other
officials will be valid for a 12 month period. This change
from the previous 6 month period brings the Embassy into line
with Department of Defense procedures. The change will
enable the Embassy to process thousands of vetting requests
more efficiently, consistent with Leahy Amendment
requirements.
