(U) On September 1, PolOff met with Kuban Kabaev, Head of the MFA's Division of International Economic Organizations, to inquire about the makeup of the planned Kyrgyz delegation to the IMU and World Bank meetings in Singapore in mid-September and to pass along reftel invitation. Kabaev was unaware of the meetings, but speculated that Governor of the National Bank of Kyrgyzstan and the Minister of Finance would be attending. The invitation letter to the Kazakh presentation was subsequently forwarded to the MFA via diplomatic note. Kabaev promised to reply with more detailed information on the delegation as it becomes available. YOVANOVITCH
