International Organizations Department Baikhodjoyev and
delivered reftel demarche urging the Kyrgyz to support
Michael Matheson's candidacy for the International Law
Commission and providing a copy of Mr. Matheson's bio.
Baikhodjoyev promised to study Matheson's candidacy and
respond with any substantive comments as appropriate.
