1. (U) Please see the action request in paragraph five.


2. (C) Global Affairs officer discussed the October 2-6
Missile Technology Control Regime (MTCR) Plenary scheduled
for Copenhagen in a meeting September 14 with German MFA MTCR
Desk Officer Ina Schuett. Schuett inquired whether the U.S.
delegation plans to host a Small Group meeting either before
or during the plenary. In addition to the Small Group, would
the U.S. host any other sidebar meetings, Schuett asked.


3. (C) Schuett also stated Germany's views on MTCR
candidacies. In reaction to India's and Pakistan's July 2006
messages to the MTCR Chair that they would like to join the
Missile Technology Control Regime, (ref),Schuett said
Germany would not welcome an application from either country
at this time, nor does Germany think that either country
should be given positive signals for the time being. Schuett
did not elaborate, however, on the conditions Germany would
want to see Pakistan or India meet before favorably
considering their MTCR applications. She said that although
Germany and the United Kingdom were jointly preparing an
outreach program for India, they will wait until after the
Plenary to decide how to proceed in this regard. In the
meantime, Germany thinks it advisable to dampen Indian and
Pakistani expectations. Schuett said German authorities
would be interested in the USG views on India's and
Pakistan's candidacies.


4. (U) The following German delegates are confirmed for the
MTCR Plenary:

Foreign Ministry,
--Ina Schuett, MTCR Desk Officer, Export Control Division,
Foreign Ministry,
--Guenther Sproegel, Director, International Export Control
Regimes Division, Federal Ministry of Economics and
Technology,
--Werner Radwansky, International Export Control Regimes
Division, Federal Ministry of Economics and Technology,
--Werner Leidig, Director, Aviation, Space and Missile
Technology Division, Federal Economic and Export Licensing
Agency (BAFA).
Schuett requested the names of the USG delegation to the MTCR
Plenary.


5. (C) Action Request: Post would appreciate any information
we might provide to the Germans on appropriate Small
Group/sidebar discussions as well as the U.S. delegation list.
