1. (C) Noting his previous discussions with Deputy Secretary
of the Treasury Kimmitt and Counselor Zelikow, MFA's State
Secretary Georg Boomgaarden told DCM that Germany planned to

send a high-level representative from the MFA for the
September 10 Iraq Compact meeting in Abu Dhabi. Boomgaarden
did not, however, give an indication of Germany's level of
participation at the Iraq Compact meeting on the margins of
UNGA.
2. (SBU) Emboff also delivered the points contained in ref to
both the Development and Finance Ministries. The World Bank
desk at the Development Ministry and Ministry of Finance
reported that it expects -- but could not yet fully confirm
-- that their ministers will travel to Singapore for the
September 19-20 Bank/Fund meetings. The Finance Ministry has
confirmed, however, that Minister of Finance Steinbrueck
would not participate in the Iraq Compact meetings in
Singapore, and will send someone else from the delegation.
