(SBU) On June 2, per reftel, poloff discussed German
attendance at the June 23 High-Level Political Meeting (HLPM)
of the Proliferation Security Initiative (PSI) with Thomas
Muetzelburg, MFA Action Officer for PSI affairs. Muetzelburg
said that he expects Ambassador Ruediger Luedeking, Deputy
Federal Commissioner for Arms Control and Disarmament
Affairs, will lead the German delegation. He further noted
that Federal Commissioner Friedrich Groening has a schedule
conflict that precludes his attendance.
