¶1. (C) On October 3, in accordance with reftel, the
Embassy's Consular Section notified Mr. Alejandro Hamed
Franco, a Paraguayan diplomat who currently resides in
Beirut, that his U.S. visa had been revoked "for technical
reasons." He was informed that if he wished to travel to the
U.S. he would have to re-apply for a visa prior to
undertaking such travel.
¶2. (C) When informed of the revocation, Mr. Franco replied
that he had not possessed a U.S. visa "for several years" and
had no intention of traveling to the U.S. A search of
Embassy Beirut's CCD database did not disclose any record of
Mr. Franco.
