1. (C) MFA Director General for North American and Oceanic
Affairs Liu Jieyi told the DCM on October 24 that Beijing has
heard Taiwan "so-called" Vice Minster of Foreign Affairs
Chang Siao-yue will seek a meeting with A/S Christopher Hill
at the Taiwan Post-Pacific Island Forum meeting in Nandi,
Fiji. DG Liu stated that such a meeting would be contrary to
the United States commitment to a one-China policy and urged
in the strongest terms that A/S Hill not meet with Chang.
The DCM reaffirmed the United States' one China policy and
promised to report the demarche.
