1. (SBU) New Zealand led in the Reftel A Tripartite
Demarche with post and Australia to Dusit Manapan, Director
of the Social Division of the Department of International
Organizations, Thailand Ministry of Foreign Affairs. While
Dusit noted our concerns, he asserted that Thailand "should
work for the benefit of the indigenous people" and reiterated
that Thailand "has no indigenous population." He further
stated that the text has already been passed by the HRC and
thus Thailand will most likely vote for the DRIP with an
explanation to their vote at the upcoming UNGA. As a
follow-up to the meeting, the New Zealand Ambassador to
Thailand will deliver a letter to the Deputy Permanent
Secretary of the MFA to reiterate the points in Reftel A.
