(C) The Thai Ministry of Foreign Affairs (MFA) released the
following statement on October 5. MFA Counselor for North
American Affairs Paisit Boonparlit explained to poloff that
the statement was driven, in part, by lingering concern over
the DPRK's failure to respond to Thai requests for assistance
in the case of a Thai national reportedly kidnapped by the
DPRK in the 1970s (ref C).

DPRK in the 1970s (ref C).
Begin statement:
¶1. Thailand is gravely concerned with the recent announcement
by the Democratic People's Republic of Korea (DPRK) that is
will conduct a nuclear test in the future.
¶2. Thailand urges DPRK to abide by the principles of the
Nuclear Non-Proliferation Treaty (NPT) and the International
Atomic Energy Agency (IAEA) Safeguards, and calls for the
resumption of the Six-Party Talks to discuss the resolution
of the nuclear issue on the Korean Peninsula as soon as
possible.
¶3. Thailand reaffirms its commitment to working closely with
the international community towards a nuclear-free Korean
Peninsula as well as achieving long-term peace and stability
in the region, in particular, in view of the spirit of the
United Nations Security Council Resolution 1695.
