(U) The South East Asia Regional Office of the UN Office of the High Commissioner for Human Rights (UNHCHR) maintains open and collaborative relations with Post. ¶2. (U) Since arriving in Bangkok in mid-April 2006, the head of the regional office, Dr. Homayoun Alizadeh, has made it a point to keep us informed of his offices programs and solicit our input. In addition, Dr. Alizadeh is attempting to strengthen UNHCHR's role in terms of coordinating human rights activities around the region by sharing information and attempting to construct a database of human rights activities funded by funded by the various donors and NGOs. ¶3. (U) Post is also encouraged by elements of UNHCHR's newly proposed training program for Thailand. Aspects of the program that focus on the role of the armed forces and police in the promotion and protection of human rights coincide with several of Post's objectives, particularly in Southern Thailand.
