THIRD ADDITIONAL PROTOCOL

Per reftel request, POLOFF sent demarche points to the Thai
MFA on March 2, 2006. On March 15, Counsellor Dusit Manapan
of the International Organization's Social Division confirmed
that Thailand would sign the Third Additional Protocol of the
Geneva Convention. However, Dusit noted that the MFA could
not specify a signing date, as the Protocol must be submitted
for Cabinet consideration by the Ministry of Health, and
presently a caretaker Cabinet is in place.
