2. Post has found no credible information relating to
human rights violations of any kind by these individuals.
Post would like to highlight that Gambay Muradov was the
supervisor for Haji Mammedov, an MIA officer implicated
in February 2005 for running a kidnapping and extortion
ring for nine years. However, Muradov was Mammedov's
supervisor only for three months. Post has researched
the issue with sources informed about MIA operations and
personnel and is confident that the possibility Muradov
knew of Mammedov's actions and was complicit in any cover
up is sufficiently low. Additionally, while Orkhan
Gahramov worked in the same unit (Criminal Search
Department) as Muradov and Mammedov, he worked in a
separate section under that unit. Post has also
researched his position with sources informed about MIA
operations and is confident he would not have known or
been complicit in Mammedov's activities.


3. As required by the Leahy Amendment, post requests
Department's confirmation that all legal requirements
have been met and that the individuals are eligible to
participate in the training.


4. Post requests Department review and respond by April

11. This training is scheduled to begin on 17 April.
