On December 21 CDA delivered reftel action plan to the GOAJ
National TIP Coordinator, Deputy Minister of Internal Affairs
(MIA) Vilayet Eyvazov. While he offered no comment on the
action plan, Eyvazov agreed that the Head of MIA's Anti-TIP
Unit Rafig Abbasov would meet with Poloff to discuss our
recommended steps. We will report any substantive response
