(U) Poloff delivered reftel demarche on November 9 to MFA
Regional and International Security Department officer Yusuf
Mammadaliyev. Mammadaliyev noted that he has been working
with the Secretariat of the Organization for the Prohibition
of the Chemical Weapons (OPCW) to finalize a draft national
plan. He hoped that the GOAJ will have concluded this
process by the end of the year. Mammadaliyev also explained
that he hopes the Parliament will move forward on
implementing penal legislation in the next year, although he
cautioned that the MFA does not set Parliament's legislative
agenda. Mammadaliyev indicated that the GOAJ would like to
fulfill its CWC commitments before moving to join the BWC.
He explained that the GOAJ already is abiding by the terms of
the BWC, while not being a formal member.
