(C) Poloff delivered reftel demarche October 31 requesting
the GOAJ to oppose the annual Cuba Embargo Resolution at the
UN General Assembly to Elchin Bashirov, the MFA's Americas
desk officer. Bashirov acknowledged reftel talking points,
saying that he would deliver the non-paper to his director.
When Poloff asked for Bashirov's judgement regarding the
GOAJ's likely response, Bashirov said the GOAJ's response to
the resolution would almost certainly be conditioned on
whether Baku has made any vote-swapping commitments to Havana
on this particular issue. Bashirov explained that the US
request likely would be forwarded to the Azerbaijani Mission
to the United Nations to ascertain its position on this issue
and determine if any commitments have been made to Havana.
