(C) On October 16, the Ambassador met with Foreign Minister
Elmar Mammadyarov to raise reftel points on UNSCR 1718, which
imposes sanctions against North Korea for its October 9
nuclear test. Mammadyarov provided no specific comment. He
asked, however, for post to alert him if the test was
confirmed as a nuclear test. Embassy subsequently faxed a
copy of the October 16 press statement from the Director of
National Intelligence, confirming that the test was a nuclear
explosion. We will report any further GOAJ reaction septel.
