¶1. (SBU) Acting DCM delivered reftel demarche September 26 to
Deputy Foreign Minister (DFM) Mahmud Mammadguliyev. The DFM
said that he was unaware of Cuba's initiative at the UNHRC to
eliminate the Council's mandate on Cuba and block the
participation of NGOs. The DFM appreciated USG's engagement
and said he would examine the subject in light of our
position. Separately, Poloff delivered reftel non-paper
September 26 to MFA Americas Deskoff Elchin Bashirov.
¶2. (SBU) On a related note, the local press has reported that
Foreign Minister Mammadyarov will travel to Cuba in the
coming week. However, the DFM said that he did not know of
any planned MFA travel to Cuba.
