(SBU) Embassy delivered ref non-paper on UNSC Resolution 1701
to Azerbaijani Foreign Minister Elmar Mammadyarov on August
¶12. A/DCM had previewed the points via telephone with
Americas Desk Officer Elchin Bashirli, who advised the
Embassy to send the points directly to the Foreign Minister.
Bashirli had no substantive comment, and the Foreign Minister
has not yet commented on the resolution. Separately, A/DCM
discussed UNSC 1701 with Deputy Foreign Minister Mahmud
Mammadguliyev on August 13. Mammadguliyev said that because
Israel, Lebanon and all UN Security Council members support
the resolution, Azerbaijan does as well. We will report any
further substantive response septel.
