(S/NF) Embassy Baghdad passed the DIPNOTE outlined in para 3 of STATE 30018 regarding extradition from Yemen of Umar Sabawi to the Ministry of Foreign Affairs on March 9, with copies to the Office of the Prime Minister and to the Deputy Minister of Justice on March 13. Mission's Justice Attache plans to present a copy to the head of the Central Criminal Court of Iraq (CCCI),Judge Medhat, on Monday March ¶20. The delay in the delivery to the CCCI is based on Embassy movement restrictions. ¶3. (S/NF) Upon receipt of the DIPNOTE, DepMin of Justice stated that if he was picked up and provided to the Iraqi Embassy in Yemen it would be easy to bring him to Iraq. He also stated that he would provide a copy of the DIPNOTE directly to the Minister of Foreign Affairs Hoshyar Zebari and request that he send it to the Iraqi Embassy in Yemen directing them to work with the Yemeni Government.
