1. (S/REL MNF-I) On November 11, we received a letter
(e-mailed to NEA-I) from National Security Advisor Rubaie
informing us that Prime Minister Maliki was establishing a
Crisis Cell of key decision makers which could be called
together in the event of a crisis in Iraq. In his letter,
Rubaie said Maliki wanted the Ambassador's participation in
the Crisis Cell on an invitational basis.

Dear Ambassador Khalilzad,
The Prime Minister is establishing a Crisis Cell to be formed
on short notice in the event of a crisis in Iraq. The Crisis
Cell will be composed of a limited group of key decision
makers. This group will be led by the Prime Minister and
will be composed of the National Security Advisor, the
Minister of Defense, the Minister of Interior, and the
Director of the Office of the Commander-in-Chief.
We recognize the importance of being able to plan and
coordinate with our coalition partners during times of
crisis. The Prime Minister requests the Crisis Cell include
the Chief of Mission, U.S. Embassy - Iraq when invited.
Thank you for your continued support for the Iraqi people and
the Iraqi government.
